Description: This program provides grants to assist in the development of essential community facilities for public use in rural areas and towns of up to 20,000 in population. Community facilities may include hospitals, fire protection and safety services, and many other community-based initiatives. Grants are authorized on a graduated scale, so applicants located in small communities with low populations and low incomes receive a higher percentage of grants. Projects are selected based on a priority point system. Projects that receive priority are those that: serve small communities, with the highest priority going to projects located in communities with a population of 5,000 or less serve low-income communities, with the highest priority going to projects serving communities with median household incomes below the poverty line, or 60 percent of the state non-metropolitan median household income provide healthcare, public safety, or public and community services. Who May Apply: Grants are available to public entities, such as municipalities, counties, and special-purpose districts, as well as nonprofit corporations and tribal governments. In addition, applicants must have the legal authority necessary for construction, operation, and maintenance of the proposed facility and also be unable to obtain needed funds from commercial sources at reasonable rates and terms. Funding Amount: The amount of grant assistance for project costs depends on the median household income and the population in the community where the project is located and the availability of grant funds. In most instances, projects that receive grant assistance have a high priority and are highly leveraged with other loan and grant awards. Today the Federal Emergency Management Agency (FEMA) released new award procedures for the Assistance to Firefighters Grant (AFG) program. In previous years, departments being considered for AFG awards would receive an email with a series of questions concerning their banking information and their willingness to meet certain requirements of the program. Within a few weeks, the department would receive a call from its senator or congressman announcing the grant. The procedure is about to change, and if you submitted a 2011 AFG application, here are a few items you need to be aware of: If your application is approved for an award, the person you listed on your application as the primary contact will receive a single email notification from firegrants@dhs.gov. A copy of this message will also be sent to your department's AFG Mail Center. To access your AFG Mail Center, log into the FEMA site you used to submit your 2011 AFG application. The first screen you will see is your application status page. This page contains all of the AFG, SAFER and FP&S applications that you have ever filed electronically. At the top of this page, you should notice a section titled Mail Center. Select this option and it will display any mail that has been sent to you regarding your application. You will only receive one email notice from FEMA announcing the approval of your grant. Within 30 days, you must either accept or decline this award utilizing the e-Grant application system. Instructions on how to do this are contained in the award email. If the primary contact does not formally accept or decline the award within 30 days of notification, the grant award will automatically be withdrawn. FEMA anticipates that award announcements will begin within a few weeks and continue on a rolling basis into 2012 until all AFG funds have been awarded. Three citizens have been recently admitted to the University of Iowa Burn Unit with serious burns caused by decorative fire pots. Nationally, there have been over 37 reported accidents with 23 of them injuring consumers. Iowa has seen four cases in the last 30 days. State Fire Marshal Special Agent in Charge Ron Humphrey says, "The issues occur when people are re-filling the fire pots with the fuel gel. The fire pots burst into flames spraying gelatin fuel all over the person refueling the devices." In the latest incident this last weekend in Des Moines, Iowa, the fire pot had been burning for about ninety minutes when the container simply exploded launching the burning fuel onto the person's lap. That person was eventually admitted to the University of Iowa Burn Unit with serious burns. Decorative fire pots can be purchased at many local retail stores. The fire pots use a "gel-like" fuel inside a metal container which is housed in a decorative ceramic piece. Witnesses to local fire incidents likened the fuel gel to napalm, saying it exploded into a fire ball and stuck to clothing making it very difficult to extinguish, even when rolling on the ground. Several companies have voluntarily pulled the products off the shelf and some of the fire pots have been recalled due to fire risks. Manufacturers have several safety tips for operating decorative fire pots: 1) Do not overfill the devices. If you accidentally overfill the device, wash the ceramic vessel with soap and water before inserting the fuel. 2) Do not reach over the fire pot. 3) Never leave the device unattended and never let children play near the fire pots. 4) Keep a portable fire extinguisher or water supply near the fire pot. 5) Never add fuel to an open flame and assure the ceramic vessel has cooled sufficiently before adding fuel. The State Fire Marshal Division would recommend using something other than fire and combustible liquids when you relax on your deck this summer. Keep a safe distance from fire pots. In some cases the flaming gel has sprayed over 3-4 feet from the fire pot. The Iowa Department of Public Safety reminds you to play it safe as you spend your summer and fall outside. This new reporting system will allow fire departments to report fires more accurately and easier. Iowa's 900 fire departments are required by state law to report all fire call responses, in order to provide fire data to the U.S. Fire Administration. Fire data collected through the National Fire Incident Reporting System is used to develop fire prevention policies, as well as help local and state officials prevent fires through enforcement and education efforts. The new web based program called Fire Bridge, developed by the company Image Trend, will allow fire departments to report fire response information from any laptop or computer with internet access. The system should be available for use by Fire Departments within the next 60 days. State Fire Marshal Ray Reynolds says, "I anticipate a cost savings of more than $100,000 for Iowa tax payers. Fire departments are currently paying for costly software upgrades every year in order to report fire calls in their jurisdictions." Currently only 38% of Iowa's 900 fire departments report fire calls to the State Fire Marshal. Many departments can't afford the software purchases to report their fire responses. State Fire Marshal Special Agent Justin Wade, who also serves as a volunteer firefighter on the Wilton Fire Department says, "With only 38% of Iowa fire departments reporting, it's very hard for us to have accurate data for members of the public when they ask, 'What's the fire risk in Iowa?' " Other states that have switched to a web based reporting system like Fire Bridge have seen reporting increase from 30% to 97%, nearly overnight. The Iowa Department of Public Safety is committed to this project. The 85 fatalities were spread across 31 states. Illinois experienced the highest number of fatalities (9). In addition to Illinois, only New York (8), Ohio (8), Pennsylvania (7), and Kansas (5) had 5 or more firefighter fatalities. Heart attacks and strokes were again responsible for the deaths of 51 firefighters (60%) in 2010, nearly the same proportion of firefighter deaths from heart attack or stroke (58%) in 2009. Nine on duty firefighters died in association with wildland fires, about half the number that died in association with wildland fires in 2009 and a third of the 26 such fatalities in 2008. 48% percent of all firefighter fatalities occurred while performing emergency duties. Eleven firefighters died in 2010 as the result of vehicle crashes, down substantially from 16 deaths in 2009, and for the first time since 1999, none the of the deaths involved aircraft. Four firefighters in 2010 died in accidents involving firefighters responding in personal vehicles. Seven firefighter deaths involved fire department apparatus, one of which was a double firefighter fatality incident. These 2010 firefighter fatality statistics are provisional and may change as the USFA contacts State Fire Marshals to verify the names of firefighters reported to have died on duty during 2010. Initially the CPSC stated all electrical wiring exposed to this drywall had to be replaced. They are since backing down from that. Many southern states were seeing this. I have not heard of any cases in Iowa since we are rich with drywall companies. (When I say drywall, I am not meaning to offend product names. Sheetrock, drywall, etc, its all the same to me) CPSC and HUD Issue Updated Remediation Protocol for Homes with Problem Drywall WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission (CPSC) and the U.S. Department of Housing and Urban Development (HUD) are issuing an updated remediation protocol (http://www.cpsc.gov/info/ drywall/Remediation031811.pdf) for homes with problem drywall. A study (http://www.cpsc.gov/info/drywall/electrical031811.pdf) conducted on behalf of CPSC by Sandia National Laboratories in New Mexico, finds no evidence of a safety hazard to home electrical systems. Sandia simulated long-term exposure of wiring and other electrical components to hydrogen sulfide gas, which is associated with problem drywall. Based on this study, CPSC and HUD staff, representing the Interagency Task Force on Problem Drywall, are no longer recommending the removal of all electrical wiring in homes with problem drywall. This change in the government's protocol may reduce the cost of remediation for many homes. After simulating more than 40 years of corrosive conditions that could exist in problem drywall homes, Sandia staff did not observe any acute or long-term electrical safety events, such as smoking or fire. Corrosion and blackening of the exposed electrical components did occur and was observed to be consistent with the characteristic corrosion reported to CPSC by thousands of consumers. Based on this study, it is the belief of the staffs of CPSC, HUD and Sandia that long-term exposure of wiring and other electrical components to hydrogen sulfide gases does not indicate a safety hazard to a home's electrical systems. With these changes, the remediation guidance for homes with problem drywall calls for the replacement of all: · problem drywall; · fire safety alarm devices, including smoke and carbon monoxide alarms; · electrical distribution components, including receptacles, switches and circuit breakers; and · gas service piping and fire suppression sprinkler systems. CPSC and HUD staffs are also issuing an updated identification guidance (http://www.cpsc.gov/info/drywall/IDguidance031811.pdf), which broadens the range of installation years of affected homes to include homes where drywall was installed as late as 2009. Importantly, the drywall installed in 2009 had been previously imported during the years 2006-2007 and does not represent any new importation of problem drywall. The staffs of CPSC and HUD believe that following the updated identification and remediation protocols (http://www.cpsc.gov/info/ drywall/guidancesummary.pdf) will enable homeowners to correctly identify homes containing problem drywall and comprehensively remediate those homes to address any potential health and safety issues associated with the problem drywall. CPSC is in the final stages of completing its scientific investigation into problem drywall. "Throughout the state, we're seeing a lot of grass fire responses," said Ray Reynolds, the Iowa state fire marshal. Reynolds is also a firefighter in Indianola who sees people underestimate fire dangers every spring. "The conditions change so rapidly that you don't have time to put those fires out and then the wind carries them away, and so you're in trouble the next thing you know," said Reynolds. "We've had a couple real warm days and some warm windy days and that really kind of heightens the fire danger," said NWS meteorologist Kenny Podrazik. The new grassland fire danger index alerts will be issued by county and offer hour-by-hour forecast timeframes. "You'll have to pardon the expression, but it is the perfect storm. Whenever you have a storm front moving in, you've got lightning issues," said Reynolds. Podrazik said the index will take into account temperatures, wind and relative humidity. Spotters will also report conditions around the state, including how dry grasses are. "It's issued just like an advisory, like a winter weather advisory, that kind of thing," said Podrazik. "We see a very good partnership coming in the future to where we can notify fire departments to, at least be on guard," said Reynolds. "Until you see green and you start mowing, you're at risk."
